REPORT ON JOBS RESERVED FOR GHANAIANS UNDER GIPC ACT, 2013 (ACT 865)
Introduction:
Following your request for a report on activities reserved for Ghanaians under the GIPC Act, 2013 (Act 865), I present below the details to help inform cabinet deliberations on creating employment for the youth.
Activities Reserved for Ghanaians:
In line with Section 27 of the Ghana Investment Promotion Centre Act, 2013 (Act 865), the following activities are strictly reserved for Ghanaian citizens and wholly Ghanaian-owned enterprises:
- Sale of goods or provision of services in markets
- Petty trading or hawking
- Operation of taxis or car hire services with less than 25 vehicles
- Operation of beauty salons or barber shops
- Printing of scratch cards for telecommunication services
- Production of exercise books and basic stationery
- Retail of finished pharmaceutical products
- Production, supply, and retail of sachet water
- All aspects of pool betting business and lotteries, except football pool
These activities are reserved for Ghanaians as part of efforts to protect indigenous businesses and create employment for the local population.
Foreign Dominance in Reserved Areas:
Unfortunately, these reserved activities have seen increasing competition from foreign investors, either due to a lack of awareness of the law or insufficient advisory services. This situation has led to agitation among the youth, who feel deprived of job opportunities.
Conclusion:
It is hoped that the above report will guide policy decisions aimed at enforcing the provisions of the GIPC Act to ensure that these reserved areas remain protected for the benefit of Ghanaians.
