In July 2003, the Federal Government commenced the implementation of deliberate policies, programmes, and projects aimed at strengthening the economy, governance, and fighting corruption. This led to the first Economic Reform and Governance Project (ERGP) initiative, approved in December 2004, in line with FGN’s goal to strengthen governance, accountability, reduce corruption, and deliver services more effectively. This brought about reforms in the public sector of the economy. The Government Integrated Financial Management Information System (GIFMIS) and Integrated Personnel and Payroll Information System (IPPIS) are parts of the Public Financial Management (PFM) reforms approved in 2004.

i. Objectives of Government Integrated Financial Management Information System (GIFMIS):
- Central Control and Monitoring: Increases the Federal Government of Nigeria’s ability to undertake central control and monitoring of expenditure and receipts in the Ministries, Departments, and Agencies (MDAs).
- Access to Financial Information: Improves the government’s ability to access real-time information on financial and operational performance.
- Internal Control: Strengthens the internal control system, making it easier to prevent and detect potential and actual fraud.
- Cash Position Monitoring: Enhances the ability to monitor the government’s cash position, improving cash management and economic performance.
- Accountability and Transparency: Increases the capacity to demonstrate accountability and transparency in public financial management to the public and cooperating partners.
ii. Objectives of Integrated Personnel and Payroll Information System (IPPIS):
- Manpower Planning: Facilitates planning by providing centralized civil service records, aiding in manpower planning and decision-making processes.
- Budgeting Accuracy: Helps ensure that recurrent expenditure budgets for emoluments are accurate and aligned with actual personnel costs.
- Payroll Monitoring: Monitors the monthly payment of staff emoluments against budgeted amounts, reducing overpayments.
- Database Integrity: Ensures data integrity, making sure that personnel information is accurate and up-to-date, reducing errors and discrepancies.
