Answer
a. Market Failure and Public Goods
- Market Failure: Market failure occurs when the allocation of resources by a free market is inefficient. This inefficiency is often due to externalities, public goods, imperfect knowledge, and immobility of resources, which prevent markets from reaching optimal outcomes.
- Public Goods: Public goods are goods that are non-rivalrous (one person’s use does not reduce availability to others) and non-excludable (no one can be excluded from using them). Examples include national defense, street lighting, and public parks.
b. Conclusions on Government Intervention in Nigeria
- Inefficient Market Structure: Nigeria’s economy is characterized by market imperfections that do not guarantee optimal social allocation. Government intervention is often required to address these imperfections and ensure equitable resource distribution.
- Externalities: Public goods, such as environmental protections or education, generate externalities not accounted for by the market. Positive spillovers from these goods, like improved health or education, justify government provision.
- Income Distribution: Market-driven income distribution tends to be unequal, especially in developing economies like Nigeria. Government intervention can help bridge income gaps through taxation and social programs.
- Public Goods Requirement: The market may not provide essential goods and services, particularly those benefiting society at large. For instance, infrastructure, healthcare, and security services are typically underprovided without government support.
- Addressing Negative Externalities: Negative externalities, such as pollution or noise, often arise without regulation. Governmental controls are necessary to mitigate these issues and promote a healthier environment.
