Answer
i) Shell Directional Policy Matrix (DPM)
The Shell Directional Policy Matrix (DPM) is a portfolio analysis tool used to evaluate the competitive strength of a company’s products and their attractiveness in the market. The DPM has two dimensions:
- Industry attractiveness (high, medium, or low)
- Company’s competitive capability or strength (strong, average, or weak)
Below is the Shell Directional Policy Matrix based on the provided performance evaluation of TCWL’s products:

ii) Strategic Recommendations for Each Product
Based on the Shell Directional Policy Matrix, the following strategies should be adopted for each product:
- Building Wiring Cables (Strong Competitive Position, High Attractiveness)
- Recommended Strategy: Invest and grow. This product is the market leader and operates in a highly attractive sector with significant profitability. TCWL should continue to invest in innovation, quality improvements, and expand its distribution network to maintain its leadership position and increase market share.
- Accessories (Strong Competitive Position, High Attractiveness)
- Recommended Strategy: Invest and grow. Like Building Wiring Cables, Accessories have strong competitive strength and operate in a highly profitable industry. TCWL should continue investing in product development and marketing to capitalise on its strong market position.
- Polyvinyl Chloride Granules (Strong Competitive Position, Medium Attractiveness)
- Recommended Strategy: Manage selectively. Since this product has a strong competitive position but operates in a medium-attractiveness sector, TCWL should aim to maintain its leadership while carefully managing investment levels. Focus should be on maintaining quality and cost efficiency to ensure profitability.
- Solar Cables (Average Competitive Position, High Attractiveness)
- Recommended Strategy: Invest for growth. With increasing demand for renewable energy solutions, this product operates in an attractive sector but has only an average competitive position. TCWL should invest in R&D to improve product quality and enhance its market position, aiming for leadership in this growing market.
- High Pressure Cables (Average Competitive Position, Medium Attractiveness)
- Recommended Strategy: Maintain. The sector has average growth and profitability prospects, so TCWL should aim to sustain its competitive position with moderate investment in this product. Focus on efficiency improvements and cost management to maintain market share.
- Telecommunication Cables (Average Competitive Position, Low Attractiveness)
- Recommended Strategy: Divest. The telecommunications cable sector is experiencing declining growth, and the product’s competitive position is only average. TCWL should consider exiting this segment or significantly reducing its investment, focusing on more profitable areas.
- Overhead Line Cables (Weak Competitive Position, High Attractiveness)
- Recommended Strategy: Seek opportunities for improvement. Despite having a weak competitive position, the sector remains attractive. TCWL should consider strategic alliances or investments to improve its position, potentially exploring cost-saving initiatives or product differentiation.
- Control Cables (Weak Competitive Position, Medium Attractiveness)
- Recommended Strategy: Divest or focus on niche areas. Given the weak competitive position in a medium-attractiveness industry, TCWL should either exit the market or focus on niche areas where it can provide specialised solutions and improve profitability.
