PSAF – L2 – Q6.3 – Public Financial Management Systems

The principal spending officer of the covered entity where you work as a financial officer wishes to migrate the entity’s financial management system onto the Nigeria Integrated Financial Management Information System (NIFMIS) platform, in accordance with the provisions of the Public Financial Management Act 2019. However, he has a limited understanding of the steps involved in the implementation.

Required:

(a) Explain to the principal spending officer, the steps involved in implementing the NIFMIS in the entity.

(b) Discuss five benefits of implementing NIFMIS in the entity.

(a) NIFMIS Implementation goes through three phases as follows:
Phase 1: System set-up
System set-up includes the installation and deployment of the following components:

  • Hardware consists of servers that have been procured, installed, and operationalized at the Data Centre to support the NIFMIS Financials, Budget, HRMIS, Payroll software, and Disaster recovery site.
  • Software is made up of the Oracle EBS R. 12, which has been implemented for the NIFMIS Financials since 2012; Oracle Hyperion has been implemented for budget preparation in 2014; Installation of Oracle HR for the HRMIS in 2015.
  • Network Connectivity has been achieved for most Headquarters Spending Units. Transaction Processing Centers (TPCs) were set up for Spending Units with no network connectivity. Almost all MMDAs have been hooked to the NIFMIS Platform.
  • System interfaces. System interface has been achieved with the Central Bank of Nigeria, Nigeria Revenue Authority, and E-monitoring system.

Phase 2: System rollout
Procure to Pay (P2P) was rolled out for Consolidated Fund resources. IGF was also rolled out. Other financial modules, including the fixed asset register, have been largely rolled out. Budget reforms in terms of Programmed-based budgeting under the Hyperion have been rolled out successfully. HRMIS has also been implemented significantly.

Phase 3: System Security, Maintenance & Sustainability
A Business Continuity strategy has been developed for the NIFMIS. The Disaster recovery site is also operational and being upgraded to accommodate the entire NIFMIS set-up, including Payroll, HRMIS, and Budget systems. In addition, RAC (Real Applications Cluster) has been implemented to achieve system scalability, high availability, and processing efficiency. Non-Oracle tools have been installed for system security monitoring, help desk, messaging, and collaboration.
A pool of 12 technical and functional Government of Nigeria staff have been trained on the Oracle applications to support the implementation. Technical training has also been provided to other Government of Nigeria staff to support the implementation of the Budget & HRMIS modules, etc. A pool of trainers (TTTs) and user-support (Advocates) staff are available to ensure sustainable end-user comfort on the system usage.

(b) NIFMIS seeks to:

  • Enhance confidence and credibility of the budget through greater comprehensiveness and transparency of information.
  • Improve budget planning and execution by providing timely and accurate data for budget management and decision-making.
  • Allow a more standardized and realistic budget formulation across government, while promoting better control over budget execution through the full integration of budget execution data.
  • Allow for the decentralization of financial functions and processes under the overall control of the Ministry of Finance, enforce financial discipline, decrease operating costs by reducing administrative tasks and civil servants’ workload.
  • Strengthen the efficiency of financial controls by making comprehensive, reliable, and timely financial information available to the Auditor General, parliament, investigative and prosecutorial agencies, etc., as they improve accounting, recording, and reporting practices through the provision of timely and accurate financial data, a standardized integrated financial management reporting system, and an upgraded computerized accounting system.
